There is an app called " MeituXiuXiu " but it only comes with Chinese version . It is quite easy to use. Click here to view and download from its official website. It is totally free. It also comes with a mobile version for both Android and iOS . The only bad thing is it only available in Chinese language.
You may try to learn GIMP too! GIMP is famous for its rich features.
